A short biography of Doreen Kelly, Director of Beyond Limits

I started my career as a mental health nurse but soon moved to work in the voluntary sector, I have worked in the voluntary and independent sector since 1986 to help people become full and active citizens since. I have been involved in setting up several small, person centred organisations in both England and Scotland. These organisations were developed to support people to get a full life that makes sense for them and where they can be all they can be as opposed to institutional care and support which can often further damage vulnerable people.

I was the Chief Executive of Partners for Inclusion (www.partnersforinclusion.org) which we set up in 2000. Partners for Inclusion provides support that is tailor-made rather than trying to fit people into services that often don’t suit. The organisation was set up on the recognition that services were often mediocre and just good enough, but they did not put the focus on the individual. We wanted to do something different, to provide support that just wasn’t okay, but was first class. I left Partners for Inclusion in April 2015 to move to work at Beyond Limits full time.

I am the Director of Beyond Limits which is based in South West England. We support people who have labels of being challenging and complex to support. We work with people using a tailored approach and Individual Health Budgets (IHB’s) in the form of an Individual Service Fund (ISF).

An ISF is where the organisation, in this instance Beyond Limits, has the money paid directly to them but the money is ring-fenced for the person who gets support. The person and their family where appropriate and if they wish, are fully involved in how this money is spent. The money is used to get the person the life and support that they need or want. Beyond Limits supports people, who due to their perceived behaviour have been placed ‘out of area’ often far away from their homes, communities and families. We support people to come back home, take up their rightful place in their community by offering the tailored support that people need to do this successfully.

Doreen is also a board member of Manavodaya International UK as well as in Control Scotland.

Doreen is a Fellows of the Centre for Welfare Reform and contributes to development and research with other Fellows to increase social justice, promote citizenship, strengthen families and enrich communities.

Beyond Limits is a partner in the Small Supports programme

Beyond Limits has joined C-Change, NDTi, Positive Support for You and the Local Government Association to help develop and promote the Small Supports programme. The programme is generously supported by NHS England.

We are working with local areas to help them create the best environment for small supports to emerge and flourish and with existing and emerging small supports organisations to develop and share great ways of working. The partners are not seeking to establish or grow their own support activity.

What are Small Supports?

Small Supports organisations have a lot in common. Small Supports organisations share nine key characteristics.


Background to Small Supports Activity

Small Supports activity is about thinking and working with people with learning disabilities and/or autism who have ‘hefty reputations’ (to borrow a phrase to describe people who are burdened by the reputations they have been given because of behaviours, reactions, support requirements and large funding packages).


Small Supports Networks

There are a couple of networks associated with our Small Supports programme: one for providers and another for commissioners.

Beyond Limits is coming to Somerset

We are excited to announce we will soon be supporting people with learning disabilities, mental health issues and other support needs in Somerset. Our first services are in the Williton, Minehead, Bridgewater and Taunton areas.

Beyond Limits launches a Newspaper for the new decade

As part of our celebration of the great work our staff do, the people we support and their friends and families we have produced a printed newspaper.

There are stories from our support workers, trainers and people connected to Beyond Limits plus information about new staff benefits. Our aim is to produce two or three editions a year so we have started collecting stories for the next edition already! If you would like to share a story or recommend somewhere to visit we’d love to hear from you.

Beyond Limits launches new Recommend a Friend scheme

Today we launched our new App to help make referring your friends to us easier.

Care Friends is a new scheme which will help you share jobs on social media, WhatsApp and via simple text messages and you will earn points as you do.

Currently you only secure the award once the person you have recommended is employed by us, under this new scheme you will earn points at various stages, including points for just sharing the job.

You will be able to turn points into cash when you’ve reached the set amount. When you cash points in they will be added to your salary. So, if you love your work and love your friends, bring the two together with the CareFriends App and start referring, the more you refer, the more you earn.

Beyond Limits Statement of Commitment to Safeguarding

Beyond Limits is committed to safeguarding the people we support from harm and abuse. We have a robust safeguarding framework with well-defined polices and procedures which outline our commitment to protecting the people who use our services. They cover various aspects, including reporting mechanisms, risk assessment and preventative measures and are available on request.

Our commitment to safeguarding extends to all staff members and we provide all our staff with training to equip them with the knowledge and skills needed to recognise signs of harm and abuse.

In keeping with our person centred approach, our safeguarding efforts align with people’s unique needs, preferences and communication styles. Our person-centred approach ensures that protective measures are respectful and empowering.

Beyond Limits will not tolerate any form of inappropriate behaviour or conduct towards any of the people we support. This is a shared commitment and one that applies to all staff, regardless of position or status.


Nominated Safeguarding Lead

The legal responsibility for safeguarding rests with Doreen Kelly as Managing Director, therefore Doreen is the Nominated Safeguarding Lead (NSL) for Beyond Limits.


Designated Safeguarding Lead

Although Doreen is the Nominated Safeguarding Lead, day-to-day lead responsibility for safeguarding rests with Kathleen Griffiths as the Designated Safeguarding Lead (DSL). Kathleen is responsible for ensuring that the practice of Beyond Limits is safe and effective.
