Beyond Limits provides personalised support. Personalised Support means we provide support to people with complex and challenging needs to live their own life, on their own terms.

Personalised support?

Partners for Inclusion logoPersonalised Support was developed in Scotland, in 1996, to provide support to people who were leaving institutions and moving into their own homes. It was and continues to be a radical step forward from the inflexible support often provided by Community Care services.

The first service to use this model was Inclusion Glasgow, followed by Partners for Inclusion, C-Change for Inclusion, Support for Ordinary Living (SOL) and other organisations who collaborate through the federation Altrum.

From Scotland to the South West…

Doreen Kelly, Director of Beyond Limits established Partners for Inclusion in Kilmarnock, Scotland, in 1996. For a detailed account of Partners’ work and history download Personalised Support, a book about Partners by Julia Fitzpatrick.

Beyond Limits logo verticalPartners’ philosophy is to keep the organisation small. This ensures communication between those receiving support, friends, family and staff remains uncomplicated and efficient. When the number of people being supported by Partners got to 40, another organisation, Just Connections was established. This has been followed by other initiatives providing smaller amounts of support and the successful contact and dating project, DM2. Following this Beyond Limits was established.

Doreen set up Beyond Limits in 2011 and left Partners in April 2015 to focus on the work of Beyond Limits in the South West and England. Beyond Limits holds the same values and approach as Partners, providing truly personalised, innovative and creative support with the aim of helping all people leave institutions and enabling them to live full lives in their community.

A great cafe called Bubbles

New Street on the Barbican is one of the oldest streets in Plymouth but it is where you will find Bubbles Bar @ Barbican, a neat little place doing speciality Hong Kong street food.

If you are a fan of the sweet stuff and you think that being in the perfect spot of The Barbican is not enough, just wait until you fall into a heaven of sweet tastes. This place has nice friendly staff who have the patience needed whilst you choose between all their flavours, believe me, it could you take you a while to decide.

The menu is fixed but they do have some seasonal changes and you can ask for your own combinations. It’s a relaxed vibe and on a nice day you can wander on the Barbican with your bubble waffle. Completely worth and value for money, at £5.99, don’t we all deserve a treat every now and then.

A New Chapter: Leadership, Legacy, and Looking Forward

As many of you will know, this year’s staff retreat marked an important milestone in the Beyond Limits story, the start of a leadership transition that’s both heartfelt and full of promise.

After years of passionate leadership, Doreen Kelly, our founding Managing Director, has stepped into a new role as Non-Executive Director, with plans to retire in April 2026. Her influence and commitment to creating a different kind of organisation have left a lasting legacy. Doreen’s impact can be felt in every part of Beyond Limits, in the way we support people, the way we work together, and the values we hold ourselves to. At this year’s retreat, we took a moment to celebrate all that she’s done, with warm words, applause, and a few tears.

Stepping into the role of Managing Director is Rebecca Chadwick, who many of you will already know. Rebecca has been with Beyond Limits for over 11 years, starting as a team leader and growing into her leadership through deep personal reflection, lived experience, and learning. As she shared during the retreat, her journey began with a strong foundation of supportive colleagues, which has evolved over time via self-discovery and a commitment to growth.

In her words, “I started as a team leader many moons ago, where I earned my stripes and was taught the most by the lovely Kayleigh, which is where I began my own journey of self-discovery. It was here I learnt I needed to delve deeper than I ever had before.”

One book that had a big impact on Rebecca’s thinking was Time to Think by Nancy Kline. That discovery opened the door to working with Karen Mason, and to shaping a new kind of leadership culture, one rooted in reflection, voice, and personal strength.

Rebecca is now guiding Beyond Limits towards solidifying itself as a thinking organisation, one where everyone, from leadership to frontline staff to the people we support, can find their voice and lead from their best self.

Tools like PRINT reports have helped us start building a shared language around how we respond to challenges, how our ego can shape behaviour, and how we grow through self-awareness. It’s not about perfection. It’s about being able to respond with intention rather than emotion. This direction of travel is about all of us, not just those in formal leadership roles.

As Rebecca said, “We want to spend more time talking to each other, deciding what we need to focus on as a larger team of people upholding the values of Beyond Limits.”

By starting with ourselves, we strengthen the foundation for everything else, especially the relationships we build with the people we support.

The retreat marked the beginning of this next chapter. It’s not just a handover, it’s a continuation of everything Beyond Limits has stood for, with space for new thinking, shared leadership, and personal growth.

So here’s to Doreen, who built the platform.
Here’s to Rebecca, who’s ready to lead us forward.
And here’s to all of us, because we’re in this together.

A new report from NDTi: A Deep Dive into the Small Supports experience in Plymouth

The National Development Team for Inclusion (NDTi) has published a report, A Deep Dive into the Small Supports experience in Plymouth, looking at how Beyond Limits works as a Small Support provider. We were delighted to work on this project with NDTi and to showcase the magic that can happen when you support people in a truly bespoke way.

There is growing evidence to show Small Supports offer a high quality, local alternative to large, often out of area providers. This is an approach that Beyond Limits have always advocated for and we also support other organisations looking to adopt this approach to deliver better outcomes for people.

The report looked at nine people supported by Beyond Limits who agreed to share information about their lives and care focusing on:

  • Wellbeing
  • The cost of care and support to the individual
  • Changes in their lives, health and behaviours and their effect on resources in other services and organisations.

Information for the report was collected through interviews with the people involved, their families and the supporting staff.

Staying safe

Stay at home to stop coronavirus spreading

Everyone must stay at home to help stop the spread of coronavirus.

This includes people of all ages – even if you do not have any symptoms or other health conditions.

You can only leave your home:

  • to shop for basic essentials – only when you really need to
  • to do one form of exercise a day – such as a run, walk or cycle, alone or with other people you live with
  • for any medical need – for example, to visit a pharmacy or deliver essential supplies to a vulnerable person
  • to travel to and from work – but only where this is absolutely necessary.

What to do if you have coronavirus symptoms

Continue to stay at home if you have either:

  • a high temperature – this means you feel hot to touch on your chest or back (you do not need to measure your temperature)
  • a new, continuous cough – this means coughing a lot for more than an hour, or 3 or more coughing episodes in 24 hours (if you usually have a cough, it may be worse than usual)

To protect others, do not go to places like a GP surgery, pharmacy or hospital. Stay at home.

Alex’s Holy Island beach walk

Alex’s Holy Island beach walk

Alex has been supported by Beyond Limits since August and he is enjoying getting to know his team. He loves to be outdoors and enjoys walking, here he is with one of his team enjoying a day out on the beaches around Holy Island.

Alex is a member of the National Trust and English Heritage and he has a Duke of Edinburgh Gold Award. When he is not out and about, he enjoys baking and art. He also likes to visit different places for a cuppa and a slice of cake.

An introduction to Beyond Limits

This section of our website tells you about Beyond Limits: our values, our history, how we are funded and who works for the organisation.

Beyond Limits started in 2011 to support people with learning disabilities, mental health issues and other support needs in Plymouth and throughout Devon.

We were set up with the support of Partners for Inclusion, a pioneering and award-winning personalised support organisation in Scotland. Our Director Doreen Kelly was the founder of Partners for Inclusion and its Director, then CEO, from 2000 to 2015.

Our mission is to change the face of services for good, and to provide tailored support to people who are vulnerable due to circumstance or disability, or at risk of exclusion.

Our main experience is in working with people leaving institutional care, such as hospitals, group residential care, special educational establishments and people said to have challenged conventional services.

Our aim is to provide truly tailor-made support, designed so that everyone we work with can have:

  • a home to call their own, which might be living with family
  • a real place in the community
  • control over their life and their future.

As well as providing services Beyond Limits is a catalyst for change. Through our consultancy for change we aim to work with others to transform the face of social care for good, starting in the South West.

Attention! There may be drug dealing in your area

Devon and Cornwall Police know that drug dealing is happening in their area. If you use drugs or know someone who does we want to help you so that it stops.

Sometimes drug dealers take over people’s homes to supply or store drugs. They pretend they are friends but do not act like it. They may refuse to leave and invite other people to stay.
They may damage things in your home, threaten or hurt you.
Taking over someone’s home to use to sell drugs is called ‘Cuckooing’ – see our page about ‘Cuckooing’ and County Lines.

We want to stop dealers in this area and we need your help.

We want to work with you to keep you safe and you can talk to us in confidence. We will work with other services to help you.
If this has happened to you and you don’t tell the Police or your housing provider you could be breaking the law.
If you would like to talk to someone about this please contact your local officer. In an emergency please phone 999.

Being a Support Worker “truly positive and life changing”

This article has been written by Louise Johns who has worked as a support worker for Beyond Limits for just over 3 years.

Before I became a support worker I was a full-time mum committed and dedicated to my family. Throughout the years being a mother, life has been difficult. Two of my children have learning disabilities as well as other medical issues.

As a mother I have had to fight for my daughters’ rights and support and help them to become the people they are today. I made my mind up that I wanted to become a support worker to help others achieve their goals and ambitions. My daughter had people with negative views telling her she wouldn’t be able to achieve the goals that she had set for herself.  I am proud to say my daughter has successfully reached her goal and is now working as a child care practitioner.

From my own life experiences, I found that I had a desire and determination to want to help others and Beyond Limits gave me that opportunity. They did not judge me; Beyond limits took a chance on me they gave me training and supported me throughout. It has been really lovely as I felt very at home. I came to realise that Beyond Limits is just one big happy family and I was delighted to be part of the team.

With Beyond Limits I have learnt so much

I have met new friends, and have a better understanding of everything.  Every day is very different as a support worker but extremely rewarding at the same time. Making such a significant difference to people’s lives is exceptionally important to me and I love supporting people to enable them to live independently. We support people to enjoy a very active social life and we all come together to discuss future plans, job & career opportunities for those people. It can be very exciting.

Beyond Limits give people great opportunities to progress, ensure that people have relevant training and development opportunities.

Being a support worker and supporting people to find their independence is by far the best job in the world. Seeing people’s faces light up when they talk to me about their day is the most meaningful part of the job for me.

Working with Beyond Limits has been truly positive and life changing.

Beyond Limits Commitment to Net Zero & Developing Environmental Awareness

 

At Beyond Limits, we recognise our responsibility to minimise the environmental impact of our service delivery. We are fully committed to addressing the climate emergency and acknowledge the importance of reducing and mitigating any detrimental effects our operational activities may have on the environment.

To support this commitment, we have developed a Net Zero Action Plan, which outlines the steps we are taking to achieve net zero emissions by 2038—or sooner, where possible. We believe that our strategic and operational decisions can and should support environmental sustainability.

We have appointed an Environmental Champion who leads the promotion of the Net Zero agenda within our organisation. This individual is responsible for overseeing and coordinating the implementation of our climate emergency policy and action plan. Progress against the plan is monitored regularly and reported through our governance structures.

Beyond Limits is committed to actively promoting environmental awareness and sustainability. We recognise that the successful implementation of our environmental goals relies on integrating sustainable practices into our daily activities and encouraging active participation from our staff and the people we support. Together, we can play our part in safeguarding the future of our planet.

To further support this mission, we have created an Environmental Policy full of practical ideas to help everyone within our organisation protect the environment and build greater environmental awareness.

We believe that we can all make a difference and a good start is by following the five R’s below…

  • REDUCE the materials we use and waste we produce
  • RE–USE and RECYCLE materials wherever possible
  • RESTORE what is deemed to have been destroyed
  • RESPECT our neighbours and our environment.

Welcome to the second edition of the Beyond Limits Employee Handbook, your guide to how we do things at Beyond Limits. This handbook should be your first stop when you are looking for information, it will give you an overview of your terms and conditions and let you know about our expectations of you.

Please read it carefully during the course of your induction and refer back to it for anything that you are not sure about. Please also remember to sign the receipt form at the back, to confirm you have read and understood the contents and pass the completed form to your line manager.

Beyond Limits founder

A short biography of Doreen Kelly, Director of Beyond Limits

I started my career as a mental health nurse but soon moved to work in the voluntary sector, I have worked in the voluntary and independent sector since 1986 to help people become full and active citizens since. I have been involved in setting up several small, person centred organisations in both England and Scotland. These organisations were developed to support people to get a full life that makes sense for them and where they can be all they can be as opposed to institutional care and support which can often further damage vulnerable people.

I was the Chief Executive of Partners for Inclusion (www.partnersforinclusion.org) which we set up in 2000. Partners for Inclusion provides support that is tailor-made rather than trying to fit people into services that often don’t suit. The organisation was set up on the recognition that services were often mediocre and just good enough, but they did not put the focus on the individual. We wanted to do something different, to provide support that just wasn’t okay, but was first class. I left Partners for Inclusion in April 2015 to move to work at Beyond Limits full time.

I am the Director of Beyond Limits which is based in South West England. We support people who have labels of being challenging and complex to support. We work with people using a tailored approach and Individual Health Budgets (IHB’s) in the form of an Individual Service Fund (ISF).

An ISF is where the organisation, in this instance Beyond Limits, has the money paid directly to them but the money is ring-fenced for the person who gets support. The person and their family where appropriate and if they wish, are fully involved in how this money is spent. The money is used to get the person the life and support that they need or want. Beyond Limits supports people, who due to their perceived behaviour have been placed ‘out of area’ often far away from their homes, communities and families. We support people to come back home, take up their rightful place in their community by offering the tailored support that people need to do this successfully.

Doreen is also a board member of Manavodaya International UK as well as in Control Scotland.
